The football collection of this museum was sourced from a number of teams, fans, officials and players. From many places across the UK, and the wider world. The museum founder Vic Wayling, did not always record the information on where things came from and as such the background information to objects in this collection is sometimes missing.
In this case the cartoon itself gives us a clue. At the bottom right of the page are cartoons of Joseph T. Mears and Joe H.W. Mears. Joseph T was the co-founder of Chelsea Football Club and Joe, his nephew, later acted as Chairman. Meaning that this cartoon is relating to and perhaps was donated by, Chelsea Football Club, or a Chelsea fan who whished to have the team represented in Hitchin's football museum.
The rest of the cartoon focuses on Chelsea's travels around the world exclaiming "we taught the continentals how to play the game and it was nothing". Around the page are a number of cartoon people, some in traditional dress, each are giving a welcome greeting in their own language.
