Purwell Bathhouse: Roman villa or something else?

Does the discovery of a Roman bathhouse imply that there is a villa nearby?

Since one was found at Ninesprings beside the River Purwell in 1884, this has always been the assumption. Fieldwalking in 2021 raised questions about the reliability of this interpretation.
